It means thickness when it drys in mils (thousanths of an inch), not milimeters.

A mil is a rather funny unit since it mixes the milli (one thousandth) of a metric system with the inch which is a british sytem. A mil is also a thou and is a thousandth of an inch.

So, paint thickness is given in mils, i.e thous and that is thousandth of an inch and multiples.
