both forms are correct but for year telling, the first one is used from 1000 to 1699, and the second afterwards until 1999. For years after 2000 you have to say deux mille etc.
P.S. the form dix-neuf quatre-vingt dix-huit is colloquial and never used in writing. Only in date you can use mil instead of mille.

Avant 2000 il faut décomposer le nombre en 2. Par exemple 1998 c'est 19/98. Soit dix-neuf/quatre-vingt-dix-huit= nineteen/ninety-eight.
