Sounds like a poetic tag line for a sermon. It is not from the Bible.

It means those who were born in sin or born out of wedlock or born from an adulterous manner are being baptized in immoral act. They were born in immoral way.
But the pastor who is telling this is a false pastor because it is not biblical in character. Nobody is born in sin because it is not the fault or sin of the born out of wedlock or born in adulterous manner, the sin committed by his father and his mother. He can not inherit the sin.
There is no immoral baptism in the bible. If you will b e baptized, yuour sin will be washed away, so your life is renewed from a sinner to be nonsinner.

We are all born in sin - i.e. we have the stain of original sin on our souls. When we become baptized by water and the spirit, original sin is washed away.
So to say someone is baptized in inquity basically means they are a person that has fully rejected Christ. Instead of being baptized into the faith of Christ, that have been baptized into the cult of sin and iniquity.

It means you're talking about a really rotten person. The second part of the phrase is reinforcing what the first part is saying.
