ok i am 16 5 foot i use to weigh about 125 but then i stopped eating so much and cut down what i ate now i weigh 115 but i feel bigger now then before my legs are flappy and i dont know what happened i used to always have muscle tone now i am just all flab why is this and is there anything i can do/

Dieting incorrectly often leads only to weight loss through water loss - and eventually can even result in muscle loss (which will make you seem more flabby)

I would suggest increasing your activity level and adopting better eating habits instead of massively restricting the amount of food that you eat.

i bet you lost weight by starving/depriving yourself?!
when you do that - you lose water weight and muscle NOT fat and also slow down your metabolism, so basically you end up having higher body fat percentage.
you have to get your muscle back doing light weight training and also you have to eat healthy and enough amount of calories to lose fat.

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)
