Most dogs DO have webbing between their toes. Certain breeds require it, like the Newfoundland, Labrador Retriever, and Louisiana Catahoula Leopard Dog, but I know that Pit Bull Terriers, Akitas, Dachshunds and German Shepherds, none of which are "water" breeds, also have webbed feet, though not to the degree that other breeds do.

Labadors have webbed feet because they were bred for duck hunting. Mine LOVE to swim--and one even goes better, swimming underwater like a fish. They both are precious to me.
My groomer told me the webbed feet are hints such dogs are bred for water purposes, like duck hunting. I'm not aware of any other breed dogs with webbed feet.

No they do not. However any breed that works as a water retriever for hunters do. That would include labradors, golden retrievers, standard poodles (yes, that breed too, they retrieved ducks for the German hunters),and some that have lesser webbed feet like the dachsund, or the german shepard for example.

No - most of the retriever and water going dogs have them and were deliberately bred to encourage the attribute.
