The catch can man has an overflow container that is inserted into the overflow and releases a valve that opens so the gas flows from the gas can in a "dumping" not pouring or flowing method.
The catch can opening the valve allows the fuel to be dumped by a vacuum since the fuel cell is a closed container.
In 4 seconds about 2 gallons would be put into the tank.

The gas cans used in Nascar hold 11 gallons of fuel, and are design with very large filler necks, and proper venting to allow gravity to take its course and the fuel to 'drop' from the can to the fuel cell in a matter of seconds. The fuel cell (aka gas tank) is also vented through an over flow (which is where the catch-can goes), which allows the air in the fuel cell to escape as rapidly as the fuel is dumped in. In a typical pit-stop 2 of these gas cans are used to fill a 22 gallon fuel cell in roughly 12 seconds. At Daytona and Talledega in recent years they have run a 13 gallon fuel cell, requiring 1 full can of gas, and a splash from a second can.

The catchcan is actually the most important piece of the fueling process, It opens a valve to let air out as the fuel goes in. the Gas can itself is a gravity flow system. Empty a two liter bottle, poke a small hole in it, put the cap back on. hold a water bottle upside down and use the straw to simulate the fuel going into the tank. And there you have it!

They hold 13 gallons. And the cans are designed and built to do just that. Dump gas fast. Large nozel and air vents make it flow out fast.

Because it is under 65 pounds of air pressure. In other words they put the gas in the can then pressurize it to 65 pounds. This is why they also have the catch can.
