It really depends on how much luggage. If it doesn't fit in the trunk of a regular sedan, don't look for a large one, as it will be a lot more expensive and consume more gas. Instead, go with an SUV

I would suggest a Honda CRV. Looks about the same size as the Rav4, but it has a heck of a lot more space inside(yes, belive me, even though it looks small from the outside, it has one large trunk, just go to any dealer and see for yourself, I know you will be surprised). To save money, and add gas milage, just get a 2WD version unless she is moving to a place where it snows or rains very often.

SUV and gas mileage dont go together. Get her a car if you want good gas mileage. Try a hybrid by toyota. Or try a mercury if you want a nice car with plenty of space and not bad gas mileage.
She needs to rent a truck for the day or have a friend drive her to school on move in day to bring all her stuff to college. Then when she visits she will travel light. Only move in and out days are when BIG trunks are needed.

a 2008 ford escape or escape hybrid. the regular escape has more power than the hybrid, but gets 22 mpg in the city and 28 on the freeway. the hybrid has less power, but gets 30 mpg on the freeway and 36 in the city. i would choose the hybrid unless i need the extra power for hauling stuff. both get good gas mileage and great reliability. after all, the escape has been the best selling small suv in america since 2001. yes it beat the cr-v and rav4 in sales.

once you're everywhere with undesirable climate/snow, i could advise a Subaru wagon. they're good, sportier than they seem, have good room and get extra functional mileage than the SUVs. They cope with extra functional on-street than SUVs, too. adventure an older kind must be fairly good. look ahead to exhaust issues, those are trouble spots on those. A Legacy sedan may well be a stable decision too. Low key and life like coverage expenses. it is advisable to look at a Volvo wagon, they're notably risk-free and mushy yet dearer and better-maintenance. in case you (or she) insist on an SUV, the Toyota RAV, Honda CRV, and Subaru Forester are seen the terrific bets.

Fueleconomy.gov and Consumer's Report yearly auto review book--library should have or subscribe. Two good tools to find good buys for economy and repair records. I would recommend a two year old Suv or minivan for luggage space--under warranty yet that gets reasonable economy and was well maintained--have a mechanic check it out first for problems.

Honda CR-V or Toyota RAV-4. Neither has a trunk, but they are very dependable, have quite a lot of space inside, inexpensive to operate, and not outlandishly priced.
