There was an interview where they said there will not be a Pirates 4, but Disney left the movie off in a way that if they changed their minds it can be done.

As of right now no. They did leave the ending to the third somewhat so that if the 3rd is an explosive hit they'd probably consider getting the cast back together to rake in more money from the franchise but it doesnt seem to be doing extraordinarily so Im guessing thats it.

pirates 2 and 3 were pratically made back to back. no one said anything about a pirates 4 but i heard johnny depp and most of the cast said they would do another one if they made one. i think they should do another one because that movie still lefft me with a lot of questions unanswered. but then again. thats my opinion =]
