What is the best way to transfer old 35mm negatives to digital pictures.?

I want to transfer pictures from negative strips of pictures taken using 35mm films to digital images, What is the best available method to do that?

Buy a slide and film specific scanner that will hold the film better and flatter than some of the flatbed scanner adaptors. Most scan programs for slides have an option of scanning as a negative or a positive slide.

just get a flatbed scanner that comes with the negative film adaptor...most of them come with them now
