I live in wisconsin and saw a small bird of prey, about the size of a crow, that was gray and the bottom of it's wings, and underside were white. It was eating insects. I am trying to figure out what type of bird it was.

Perhaps it was a type of kestrel. It's small sort of falcon and quite handsome.

Go to google, click "images" and type in "Kestrel".
I live in WI also, and I'm pretty sure that's it.
If it isn't, google images of "birds of prey" and look til you find it.

I think it is a kestrel like the other people are saying, your description matches this bird.

It was probably a hawk. Look them up they are very interesting creatures.
