Good question.. I believe yes..all of us are only saved by the grace of God. Any-one who is unable to make the choice for themselves due to a disability is automatically saved by His grace...it wasn't meant to be like this, but due to the fall of man in Eden all ppl are born into the world with the need of Salvation..

there is some biblical evidence that anyone who is not able to make a decision for salvation is covered by Christ’s death..the word of God does not specifically say this, however. knowing the love, grace, and mercy of God, this would seem consistent with his character. any person who is mentally challenged to the extent that he could not be aware of his sinful state and believe in Christ for salvation, is in the same category as a child and it isn't unreasonable to assume that person is saved by the grace and mercy of the same God who saves babies and small children.

we can take comfort in knowing that our God’s plan is always perfect, he always does what is right and just, and his love and mercy are infinite and everlasting.

Each to their own belief, but personally I believe that these children are on earth for the same reason as everyone else, they have something to learn from being here. They also, like everyone else, have the ability to help others to learn, probably more than people without disabilities. Have you watched a down's child showing love to someone - it's a wonderful sight.

no. they are expiating some prior life's mistakes, or suffering so others may learn from it.
being born again refers to reincarnation, not getting religion which is nothing short of submitting to someone's ideas of what is right and wrong. such submission is not to any "god", but to some man's ideas of what you should believe and how you should be controlled by those like him.
religion isn't about god, or jesus, or mohammed, or anyone else. it's about who will control what you believe, and whether you are ignorant enough to go along with it.
those who have power over others, have nothing but contempt for those others. the don't care what you do, as long as you do as they say, believe as they say, and give your money to them so they can live in luxury while you live in a hovel.
and people wonder why there are so many televangelists flying around in jets, driving around in limos, and "praying" for you so you'll feel obligated to donate more to their "cause". men are suckers, and they are sucked dry by those who have the straws.

That's a very broad statement, some religions might, some religions might not. Then again, how would we know if they are going to be born again?
