The serpent in the story referred to is usually portrayed as a snake, coiled around the branches of the Tree of the Knowledge of Good and Evil. This misconception is due to “serpent” being synonymous with “snake” in English. However, Satan would not have been masquerading as a snake. How could something like that fool Eve? Perhaps the serpent was a garden-variety dinosaur, now extinct; a reptile that the ancients, unknown to us, called a dragon? Who knows?
Anyway ... A curse disadvantages someone; it hurts them. Crawling on your belly limits how far and fast you can move; it would be a curse if you used to have legs! It is to show the limits being put on Satan and nothing to do with God pissed off at snakes ... Or dinosaurs!

Thankfully I know a little biology, and I'm here to help. All those long scales that run across a snake's stomach? Those all function as legs. That's how they get around. And there's dozens (to hundreds, depending on the size of snake in question) of these scales--while even insects are limited to eight--and they all expend very little energy to use... I'd have to conclude that if God had anything to do with this, he blessed them. Not cursed them. That just might have something to do with how they stayed around for so bloody long--in fact, they're one of the oldest animals on this planet.
Scientists have theorised that today's living reptiles and birds are direct descendants of dinosaurs... so I guess you could say they ARE still here. Snakes, in fact, saw the dinosaurs in... and saw them out, too. So did turtles and crocodilians.

Or maybe snakes use to have legs but they died off w/ the dinosaurs, and now snakes don't need legs because they slither. They are creepier w/o legs.

Because men wrote the bible, sir. Men, at the time the bible was written, had no clue dinosaurs even existed. It was not within the bounds of their technological prowess and so they remained ignorant.
