People often confuse the least expensive price with the best value. “Price” is what you paid for your vacation – “Value” is what you get for what you paid!
Unfortunately, the vacations/cruises with the least expensive prices are often a poor value. While price is an important factor that contributes to value, it isn't the only factor that you need to consider.
Look beyond price when you purchase a vacation. By taking all these factors into consideration instead of focusing exclusively on price, you are much more likely to walk away with a vacation that will be a good value.
The big question here is how structured you want your cruise to be? Carnival, Royal Carribbean and Celebrity have "assigned" dining times and various dress codes for dinner (formal nights, casual nights, etc.), where NCL has "Freestyle" dining. In other words, they have 8-12 restaurants for you to choose from, and you eat when, where, and with whom you want - and dress as casual as you please. Another aspect of NCL, is that they have - very quietly over the past few years, been building many new ships. They have a pretty young fleet.
We all have our favorites, which makes it a little tough to be objective, but I've been on every major "premium" cruise line, and would rank them with Celebrity at the top, then Royal Caribbean, then about a tie for Holland and Princess, and Carnival at the bottom.
I do about 2 - 3 cruises a year and have had less than favorable experiences on both Holland and Princess, both centering around their food.
Your budget does come in to play in both departure city and cabin selection. A quick scale, from least expensive to most expensive cabin types is: Inside; Oceanview; Balcony; Suite. The best location for least motion is as close to mid-ship as possible - another factor that not too many people realize is that the higher decks have more motion than the lower decks.
As far as what's included and what's not included in your cruise price, here's a little guide:
- Included - Ship accommodations, ocean transportation, most meals, coffee/tea/juices, most entertainment, and port taxes.
- Not Included - Any item of a personal nature including but not limited to: alcoholic beverages, spa and salon treatments, specialty coffees, shore excursions, gratuities, air transportation, transfers, photographs, medical services,
Some final thoughts; 1) make sure you use a good travel agent; 2) ask your travel agent to price out "Celebrity Cruise Line" for you - absolutely the best (our personal favorite!); and 3) remember that August - October is hurricane season in the Caribbean.

I am not sure what you mean by "gives the most for your money". I have been on Celebrity, Princess, Norwegian and Royal CAribbean cruise lines and they are all pretty much the same in terms of what they offer, or what you get for the price of your cruise. The differences are in the quality of foods, how they are presented, and the quality of service. All four of these cruise lines are going to have all of these at about the same level. Carnival is a budget cruise line that may have lower prices for some cruises but the food and service is not as good. So you get what you pay for.
You can however, find deals on cruises by just shopping around on the cruise line web sites. The price of a cruise can vary by week.

Carnival. I have a seven day cruise booked for Sept, and the per day cost is less than $60 each. I could not even eat the food in the dining room for that price elsewhere.

I have sailed with them twice and have a 3er booked for this Sept, they are wonderful, the staff treat you like royalty, and have fun doing it.
they are also the lowest prices i have seen, the best deals are between Sept - Dec
living i Florida I have lots of friends who also Cruise and in discussion with them Carnival is still the best deal, the only added fees other than tips are the casino, coffee shop bars, and spa, where on Royal Caribbean (RC) you have to pay for that and a list of other thing Carnival includes, example you have to pay to get into the place that serves hamburgers on RC

i think Royal Caribbean is the best!! I always have SO much fun when i go on one of their cruises. But this is just my opinion
