For a US passport.

You can renew a passport that was issued less than 15 years ago. If it expired 10 years ago then it was issued 20 years ago. You will need to apply for a new one and it takes about 10 week now.

For an additional $60 they will do it in 2 weeks.

It depends on the time of year. At peak travel times, it takes longer because of the volume of work. The passport website says 10-12 weeks: http://travel.state.gov/passport/get/processing/processing_1740.html

You can get expedited service to get a passport in 2-3 weeks, but it will cost you extra.

NOTE: When my wife and I renewed our passports, it seems like it took a lot less time than the initial application.

This website lists the process for renewing an expired passport: http://travel.state.gov/passport/get/renew/renew_833.html

You need this form, DS-82, download here: http://www.travel.state.gov/passport/forms/ds82/ds82_843.html

You haven't said how long ago it expired. IF it expired within the past 12 months you can renew it without going through the full application process with guarantors etc etc. IF it expired over 12 months ago, you have to stat from scratch.

Sometimes it depends on which country is giving you your passport. Go to an embassy and they will help you. It shouldn't be too difficult unless you have changed how you look. In this case sometimes you will need to give photos of you changing for identification purposes.
