I have a yorkshire terrier male who constantly whines even when being held. I think he wants to go down or something but then I can't do what I want to do. And I don't want to put him in his baby pen because he whines then too. Any suggestions?

He is not sick FYI. He has been to the vet very recently. He just is spoiled and I just want some suggestions. Other people said to make buzzing noises, etc.

If you're positive that there's nothing wrong with him physically, then you need to ignore the whining. If he whines when you hold him (you're not squeezing him or overwhelming him, right?) then put him down and ignore him. "Ignore" means :
1. do not scold him
2. do not praise him
3. do not talk to him at all
Praise and give treats when he stops whining. Dogs need consistency and there's a good chance that your pup will get worse with this for a bit before he gets better. Continue to ignore the behavior - don't reinforce it, ever - and it will stop. Reward and interact with him only when he doesn't whine.
this will be awkward at first, but if you are consistent, he will catch on!
Good luck!

Something is wrong if he doesn't stop whinning when you pick him up. He may be hungry, sick or a dozen other things. Have you tried taking him to the park around other dogs and people? Or walking him?
I would make a trip to the vet he's worth it!

My best guess would be that this is a behavior problem, if you have ruled out any medical problem. The dog would have to be observed by someone with a good knowledge of dog behavior to give anything specific.
