Does preaching in the Catholic sense include discussing moral issues? When does this become preaching? Are these things left only to preists and deacons?

Can anyone give me a Catechism reference?

Yes.

All Catholics are called to preach the Gospel always, with every breath you take and every word you utter.

The Catechism of the Catholic Church states:

Since, like all the faithful, lay Christians are entrusted by God with the apostolate by virtue of their Baptism and Confirmation, they have the right and duty, individually or grouped in associations, to work so that the divine message of salvation may be known and accepted by all men throughout the earth. This duty is the more pressing when it is only through them that men can hear the Gospel and know Christ.

Lay Catholic women and men are called to formally preach at times like:
+ Prayer Services
+ Liturgies of the Word
+ Funeral Vigils and Rites of Commital (of the body to the ground)
+ Extraordinary Ministers of the Eucharist to the Sick
+ Religious Education of

. + Teens
. + Adults

No, women are considered as property, not teachers in most religions.
