Any image editors as long as it has the following:
1. Resolution adjustment (most digital photos have high resolution, you can reduce it to 100 percent to retain the image quality still).
2. Size adjustment (reduce pictures to the actual print size that you want, do not resize from small to large since it loses clarity and resolution, do resize from large to small).
3. Format converter (try to convert it into jpg, gif, wmf, or emf to reduce bytes).
All editors mentioned here are usable, but to my delight the Ulead PhotoImpact can do anything you want in a photo, it is extremely powerful compared to others. It will not fail you and will give you more. You can also record multiple task so that in one click of a button it will do all the task you want in a picture in sequence, so if you got a lot of images, you can convert it using batch conversion.

Winzip won't compress already compressed files. More than likely your pictures are in the "jpg" or J-peg format, which is a compressed file format. You can try resizing the pictures. The software that came with your camera should have the option to resize photos.

There is a free download from the web of HP Photosmart Essentials. It has a tab with buttons that you click to change the size to "web picture size" or "email size." It has other editing capabilities and the price is right. See link below for free download.

Go to PC World magazine and look in their downloads section under graphics. They have several free graphics programs you can download. Adobe Photoshop Elements can do this for you. It is fairly inexpensive (~75.00 I think). You can go on Ebay and buy a used or older version for under 50 bucks. Good Luck!
