Nobody dreams about anything in exactly the same way because our personal experiences shape the metaphor the image represents.
A person who works in some area related to the fishing industry could very easily interpret a dream of fish very differently than someone who works as a wildlife conservationist, or even someone who fishes only on occasion.
Fish can mean food, wildlife, religion, can be a metaphor for a person in one's life (say your uncle did alot of fishing, the fishes could be a metaphor for thoughts of your uncle), an astrological symbol for someone (Pices are represented by two fish swimming in opposite direction), even mystery and or freedom (swimming in deep waters.) Fish can also mean alonenes and/or isolation (the saying 'a fish out of water' is still in use) and that can symbolize one's own isolation or the isolation of others, especially if there are alot of fish dying.
Most dream metaphors work off of the events in our lives, so it's alot easier for the person having the dream to do the interpretation, since they have access to the available knowledge. Rotten fish in pools of water could mean pollution, contamination, could even be an event from a movie or a news piece. Fish are a very visible and vulnerable species to water contamination because they live in the environment exclusively, and thus drink, breathe, eat and entirely depend upon it for their sustenance. Are there any instances or memories of contamination and/or pollution in your life? Again, the best interpreter of a dream is oneself, especially if its a dream that occurs throughout one's life. Try to understand what was going on in your life when the dreams were occuring, and it's more than likely you will notice some sort of pattern developing that will give you the clue as to why the dreams happen and what they stand for.

Fish usually represent people. Depending on the body of water you are seeing, it can be specific to places that you know. A pool with fish can represent a home. A pond with fish can represent a business. A lake with fish can represent a high school. Just some examples. But black fish can represent people who are spiritual dead and walked in wickedness.

ohh gross but one time i dreamt that i was in a maze made of ice and it had dead/raw fish stuck in it.
from dreammoods.com, it says that if you dream of fish then-
Fish
To see fish swimming in your dream, signifies insights from your unconscious mind. Thus to catch a fish, represents insights which have been brought to the surface. The fish is also an ancient symbol of Christianity and Christian beliefs. Consider also the common phrases "like a cold fish", "fish out of water" or something that is "fishy" about a situation. It may also imply a slippery or elusive situation.
To dream that you are eating fish, symbolizes your beliefs, spirituality, luck, energy and nourishment. It is food for the soul.
To see a dead fish, signifies disappointment and loss of power/wealth.
To dream of cooking fish, indicates that you are incorporating your new realizations with your spiritual feelings and knowledge. If you are cleaning fish, then it suggests that you are altering your emotional expression in a way that will be presentable to others. You are censoring yourself and not expressing how you completely feel.

To dream of large fish is a sign of good health and good fortune. To dream of small fish means good health and a fairly easy life. To dream of dead fish signifies quarrels and disappointments. Dreaming of fish ponds means that you will do well in life.

fish can represent people and children in particular. they may be family members or your children. Fish can also represent money or resources. Deep currents of emotion and sadness hide these fish; some are trapped in ponds. There is wealth aplenty but someone aint sharing! some of these fish are truly rotten and should be locked up.
