The male gets on top of the female and they press their cloacas together in what is called a "cloacal kiss" and sperm is passed to the female this way. Passerines (perching birds or songbirds) do not have a penis. Other birds such as waterfowl do have a "penis".

Yes, just like all other animals. The male mounts the female for a few moments. he does have an organ, of course it does not protrude all the time like in people or dogs, I guess he gets it out only while he has sex.

Although I am not an expert, i think U's question describes more the way fish fertilise their eggs. Birds' eggs have a hard shell, if they get out they can't be fertilised or get back in, unless he is referring to a very particular species. For the most part though, I know that I am right, because I've seen birds doing it.

The female walks in a circle, all the while excreting fluids from her vagina which contain eggs. The male follows closely behind, masturbating, if you will, onto the eggs. Something about exposing these elements to the open air fertilises the liquid which is then taken back into the vagina by the female bird as she takes a second lap around the circle.
