God doesnt make individuals disabled. To allow for free will, God must allow unfortunate probabilities to happen. Meaning, if God were to do certain things for people, he would not be able to judge the moral worth of their actions because he took the initiative. If a homeless person accepts money from someone, the homeless persons action is amoral. It has no moral weight. Being disabled is simply a probably effect of being born. Just as dying in an asteroid collision is possible, although highly unlikely. God doesnt cause these things to happen, because if he did and the person died a sinner, God would not have given that person a chance to be forgiven, and therefore be responsible for that persons sins. In essence, God would be evil.
Wheelchair people are just unlucky. God has nothing to do with it. Although anything they make of their life has more moral weight than someone who is healthy, because they had to work harder to get it. Therefore they can accomplish half as much, and recieve the same blessedness.

1) It's one of the effects of sin in the world. If Adam had stuck to doing what God had told him, there wouldn't be any diseases, disabilities, or death.
2) It's not the circumstances that matter, but how one reacts to the circumstances. Either one can accept it and make the best of what life has handed him or her or one can grumble, mope, and rail against how unfair life is.
3) The bodies we have on earth are only temporary. In heaven, where sin no longer affects us, we will be given new ones.

As Paul said the sufferings of Christ are completed in us

Christians believe that by offering their sufferings up to God in furthering the work of the Church, which is Jesus' body, we can complete Jesus' mission on Earth which includes world peace and the completion of the membership of the Church.

As the disciples rejoiced at God honoring them to suffer persecutions in His name, Christians rejoice in their afflictions.

Christians admire those who seem to be more afflicted than they praying they get the strength and healing enabling them to bear sufferings in the Christian way.

When I see a child in this (or worse) condition I feel very sorry for them. But my feelings of sorrow don't amount to anything unless I put them into action to at least (donate money at the very least) try to find a cure for their disease and possibly help future patients in their condition.
As well, I realize just how lucky I am in the fact that, for the moment, my own children are healthy and well.
Perhaps God allows us to view others misfortunes to move us into a more humane disposition and help us to realize that we are here to help others instead of spending so much time spreading hate.

Sin had destroyed us all from the beginning. We wanted life without God and that's what we got. Defects, sickness and death are all apart of the fall, which was from us, not God. But God still use's this for His glory and purposes. Doesn't it make you realize how fragile we actually are? Life is a gift, so if you're not defected, be thankful and do your best.
