any dramatic eye makeup will draw attention to your eye area and make the dark circles noticable.
i would concentrate on your cheeks and lips to draw attention to other parts of your face. i would try blusher with a peach tone to go with your eyes and how about a bronze tone lipstick, i highly recommend MAC lipsticks
also try some concealer under your eyes to lessen the dark circles, some makeup brands also do a lightener for that area, try BeneFit

The color of lipstick you use depends on what your eyecolor is and what other makeup you have on. If you are wearing eye shadow also, especially in a dark color, consider wearing a very natural looking lip gloss in a light pink or nude shade. If not much else is going on, feel free to goa bit darker, but reserve brown if you have fair skin, light eyes. If you have olive skin, and light eyes, try a burgundy, or if you have normal beige skin, try something more along the lines of a berry or mauve. If you're not sure, you can almost never ever go wrong with a nice sheer lip gloss.
Regarding your unnder eye circles, go to Walgreens and get yourself some good stuff called Vita-K Solution. Apply it every night before bed. MAC sells a great concealer, and also a great shade of pink-white shadow called "Naked Lunch", which you should apply into your eye ducts (the part of your eyes closest to your nose. That will open your eyes a bit more. Also apply a bit of it right under your eyebrows.
As for the eyeliner, I am a believe of less is more. Only wear the liner if you have an eyeshadow on that you are trying to create contrast for. Eyeliner just by itself is a no-no, and way too stark.

Since you said brown is awful; try pink or rose vs. peach and caramel lip colors, then branch out to the cheeks and eyes. [ Ask friends if you can try on lip shades of theirs using a Qtip swab, so you won't give them germs ].

I don't think gray eyeliner would compliment your eyes if you have dark circles under them. Maybe try lining just the top and use purple liner. Works great with brown eyes. As for lips, try a soft peach or berry color.

Try a darker blue shade of eyeliner it may brighten you up some without being too bold. Try a lipstick that is sorta reddish brown like raisin or a darker mauve.

Have you tried a concealor for the under eye? Also, white pencil eye liners inside the rim of your eye always make your eyes look brighter.
Benefit have some good fake its for under eye circles and bright eyes....I've used their eye bright before and like it (although it is a bit chunky so the eye pencil can sometimes can on your lashes).
I always think pinky colours (lip sticks) and lighter textures (say a light pink lipgloss) are always brightening.
I also use a bit of my blush on the sockets of my eyes - instantly uplifting for me!
Benefit dandelion is good for a complexion lift, I couldn't be without it!

Well... I wouldn't wear gray eyeliner... is going to make your eyes look tired and very very dark.
If you want a smoky look try a black pencil - urban decay has the best one! - or just contour your eyes with a brown eyeliner to make your eyes look lighter.
Another trick is to use a purple eyeliner - i think maybelline has a line to make your eyes look all cute! - mascara, shadows, etc!

Grey underliner should be applied after your black eyeliner. And blended.
It creates the smoke effect for your eyes.
