the car has around 165,000 miles with very minor outside scratches, needs a water pump and timing belt, runs good and has been well cared for. Over all it is in very good condition. What should be a good offer for a car like this?

Just remember that it still is an 11 year old vehicle approaching 200,000 miles. I think that for the type of vehicle it is retail would be under $3,000.
