Explicit is an adjective, use it when describing a person, place, or thing.
Explicitly is an adverb, use it when describing an action.

The word explicit is an adjective meaning "fully revealed", used to describe something (usually a warning as is "Warning: Explicit Content).

Explicitly is an adverb (the 'ly' is dead giveaway) meaning "clearly". As is "I explicitly (clearly) told you to do your homework before going out, Son!"
