We drive to the dogs park which is about a 5 minute drive. Both of my dogs are very well-behaved in the car, and sit patiently waiting, whether we're in the car for 5 minutes or hours...

The only exception is that they react very strongly whenever we pass by a dog in the street. Even if they're being super-quiet in the car, upon noticing a dog, even if it's on the other side of the street, both of my dogs go crazy. They start barking violently, jumping over one another, scratching at the window.

I'm never sure how to react. If I'm driving, I can't exactly give them my full attention, so i just end up kinda yelling at them to be quiet, but sometimes I think that just makes them more anxious.

Any suggestions??

If you have a larger vehicle, you may want to try cages for traveling in the car. Just be sure to put them in seperate cages. Most breeders and showers chose this method. It prevents them from getting overly agitated because the only thing they can see outside is tree tops and buildings.

If not, then shock collars or muzzles may do the trick. They may still be anxious when they see another dog, but they wont bark.

I don't think you need to do anything as long as they are not hurting themselves. They're saying to the dog outside, "I'll git you! Just wait until I'm outta this car, then I'll git you good!" and the dog outside is saying, "oh, I am sooooo free, I can pee anywhere, too bad you guys are confined." When you actually stop and let the dogs out, they're probably ok with that dog, since they're already used to dog parks.

Doggy seat belts - it's like a harness that attaches to the seat belt. It won't stop them barking - but it will prevent the jumping around.

Both of my dogs wear them in the car - got me out of a speeding ticket once - the state trooper was so impressed that even the dogs were belted in she let us go with a warning. :)
Not to mention that (God forbid) your in an accident it will keep them from getting hurt.

Yelling will only excite them more. A better solution would be a crate that you can transport them in that will keep them from seeing out the window.

If he isn't fixed, you may have to fix him. If he's fixed, less adrenaline rushes to his head & generally calms a dog.

(fixing a dog isn't a fix-all. We had a dog that was still ultra-agressive, however.)

Consult the vet

Stop taking him in the car stupid. He obviously doesn't want to go anywhere with you. Or give them a shot of JD before going anywhere.
