Down the middle of the board there are King, Taxman and Rabble
Around the edges are the numbers 5 to 11 in roman numerals
7 is the Taxman and 12 is the King
Players roll two dice and place a counter/coin/whatever on the box for the number for what they roll
If someone rolls the same one they can take the coin
But what's the game called? Cos i don't know a lot of the other rules

Sounds like Tabula, the forerunner of Backgammon. It was popular in roman times. But it's only a guess.
