Everyone you've listed and more. The only exception in my mind is Nature, which was minding its own business, and the workers who lived on that rig who would not have knowingly risked their lives for the sake of getting oil to the market to make a huge profit. I lay the most blame at the feet of the HMFIC who allowed a snafu to become fubar. The whole entirely preventable situation, with some plannine ahead, sickens me.

Owner, yes. Operator probably not. Depends on the rules for your area, and whether or not you will be crossing state lines. Insurance will be problematic though.

If you can pass the tests, and have the money for the rig, I don't see why not . But employers will probably be looking for one thing you won't have, experience,

yes you can but you will be restricted to work within you state lines untill you are 21

have to be 21 and have experience. unless somebody else drives it for you.
