Bathing rarely kills all the fleas, because new one hatch and jump on when the dog is dry. You need to comb your dog to separate the undercoat. Brushing just gets the top coat. Use a metal toothed comb and split the hair into sections. Comb all the way down to the skin. Use a good flea product monthly like Advantage or Frontline.

If he has fleas, you need to use a product like Frontline to control the fleas. Just bathing him isn't going to help if he's still infested with fleas.

If you can't get him clean, and cn't get the undercoat brushed out well enough to actually get him clean, it's time for a groomer. A well brushed Peke isn't any more difficult to bathe than any other coated dog.
