What I mean by falling is she used to be able to hang on to my shirt and keep a tight grip, now I have to be VERY careful with her. She occasionally falls in her cage.
I can't seem to locate information on the internet about aging
birds, as 23 is -quite old.

23 is NOT old for a sun conure. Depending on the diet you have fed the bird, it could be over weight, or have fatty liver disease.

In my opinion, you should have the bird seen by an avian vet ASAP. Have them pull a CBC, and a liver panel, to see where the liver panels are. Flying is the least of your worries but it's a tall tale sign that something is not right with the bird.

Take her to your Avarian Vet. This could be weakness in her legs from age or it could be arthritis. Have you noticed that she has problems standing on one foot holding her food?
I have a 15 year old conure that is getting arthritis in her feet and does drop her food alot and has pain.
It sounds like your bird may be suffering from dizziness which might can be treated with medication. You may have to adjust her pearches in her cage so that when she falls she doesn't hurt herself. But first and foremost, Take her to a vet. A blood test may can answer a lot of questions that we may speculate here.

Read on this site for information. Could be age, sore feet, illness, or. Does he lean on one leg more than the other,are nails clipped too short, metal poisening or something else.

You may want to go to a board certified avian vet for a good health check, including blood work. She may have arthritis in her feet and wings, and there are medications that may help.
