An "HD TV" is a television that has better resolution than a regular TV. The higher the resolution the better the picture is. HD is defined by any television that can produce 1024 x 768 or greater lines of resolution. The best is currently 1920 x 1080 for a television.
If you know anything about digital cammeras a good comparison would be between an 600K pixel resolution cammeria and a 2 Megapixel resolution cammera.
The difference is very drammatic.

An HDTV is a television that displays the signal in a higher resolution. Basically, the picture is much sharper and clearer, especially on a larger TV. HDTV is good because the picture quality is far superior to normal broadcasting. However, you need to have an HD source, either from a cable company or HD-DVD/Blu-Ray player to get the HD picture.

You get much better screen quality. Things seem much more real. Unless you are a real hardcore audio visual person, there's not much to shout about.
There's not many lcd tv's that are not HD anymore.
