People can always call the cops no matter what. It's their right. Now if you are in fact breaking the law, that's another matter. Did you buy something at the 7-11 that the ketchup is being provided for? If so, the cops may come down and think you're being excessive, but laugh it off, and tell you to buy a bottle of ketchup next time. If you are going in just to grab ketchup packets, it is stealing, though the street value of ketchup packs is like $0.03, and the cops probably will feel like it's a waste of time to book you. However, remember, this clerk could have you arrested for trespassing (as stores have a legal right to not provide services to anyone they feel is harassing them). So be careful you don't get arrested for that.

Yes, she is right. The catsup there is for customers to use as needed, not for you to stock up on for yourself.

If you buy food that requires catsup, like a hotdog or a sandwich, you could probably take about 5 packets without the cashier getting angry.

Taking a fist full is indeed stealing. Just buy yourself an inexpensive bottle, don't steal the packets.

Buy 50 hotdogs and then you can have your 50 packets of catchup. Don't be a jerk. Be honest. It's the people who steal that jack up the prices of everything we buy. And how embarrassing it would be to get arrested for stealing catchup!

I work at 7-11. Those 50 packs of catsup are for customer use, but only with purchased fresh food items. There is no bar code on them, and no way for the cashier to ring them up for purchase.

What would you want with 50 packs? The ketchup is provided to go with the food purchase it is intended for. Maybe you should concentrate on spelling and grammar before loading up of condiments.

ketchup packets are a courtesy for people who want one for their hot dog or whatever, they are not a freebie for people to just take as many as they want.
Taking more than a couple for a purchase could be considered stealing and so yes she could call the police.

I believe if you go to Sam's club or any food outlet, they will sell you huge tubs of ketchup for a reasonable price.
