God offered His salvation to all His creatures and the Nicene creed stipulates that at the moment of His death on the cross Jesus descended(soul) into Hell; it dosen`t take a genius to work out that He revealed the Good News to all the souls of every generation and thereby offered them eternal life if they so chose to believe in Him.

He went to Hades where the souls were and preached that all that was said about him was true.Hades is in two compartments.Hell and Paradise.No one could go to heaven until he resurrected."He took captivity, captive"the scriptures say. He led the souls in paradise to Heaven.The rest stay in Hades until judgement and then they go to the final Hell,the Lake of Fire.

Yes - during the three days that he was dead after his crucifixtion, he went to hell and gave all there that died before he came to die for their sins, a chance to believe on him and be saved.
