What you are calling bad and what is evil are two entirely different things. God does much that many people may not like, but He does not do evil.
Examine for further understanding:
Romans 9:11-23
11 though they were not yet born and had done nothing either good or bad—in order that God's purpose of election might continue, not because of works but because of him who calls— 12 she was told, “The older will serve the younger.” 13 As it is written, “Jacob I loved, but Esau I hated.”
14 What shall we say then? Is there injustice on God's part? By no means! 15 For he says to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16 So then it depends not on human will or exertion, [2] but on God, who has mercy. 17 For the Scripture says to Pharaoh, “For this very purpose I have raised you up, that I might show my power in you, and that my name might be proclaimed in all the earth.” 18 So then he has mercy on whomever he wills, and he hardens whomever he wills.
19 You will say to me then, “Why does he still find fault? For who can resist his will?” 20 But who are you, O man, to answer back to God? Will what is molded say to its molder, “Why have you made me like this?” 21 Has the potter no right over the clay, to make out of the same lump one vessel for honorable use and another for dishonorable use? 22 What if God, desiring to show his wrath and to make known his power, has endured with much patience vessels of wrath prepared for destruction, 23 in order to make known the riches of his glory for vessels of mercy, which he has prepared beforehand for glory—

If you were created a robot -- it would be the same as non-existence.
Thus when a father gives his children nice gifts -- that is not a fault of his. A father would not give a five year old a car, but perhaps he would give his grown son such a car if the son had shown himself to be a responsible person.
Thus, God gave us free will. He knew that this was the only way for us to enjoy life. A beautiful gift.
He also knew that some would abuse it -- thus causality and God's judgment. Those that are no smarter that 2 year old children and cannot obey the social contract he demands us to obey, they get erased.
In the end, only the obedient ones will be left -- so the problem will have terminated. Time solves all things when combined with God's impartial judgment paying everybody back equally.
Thus the negative side effect is a temporary one -- as with all complex systems, they take a while to start up and run smoothly.

Basically if your asking why did he give us freedom knowing we could make negative decisions, then basically he made a rash decision proving that God can be falable.
For those that overlook the human factor and just say 'God doesn't do anything bad'. Isn't inaction bad, what about all the sins, natural disasters etc, that he fails to act upon. Isn't that bad?

One belief is that in the original hebrew, in Genesis (though it's not considered historical, strictly spiritual), it says "In the beginning the world was blech" but the Hebrew is To-hu Va-Vo-Hu, which means, nothing, and has been interpreted to mean chaos. So before G-d even creates the earth, in the beginning the world was chaos, and God made order out of the chaos. This suggests that chaos (and suffering) pre-existed G-d, and the only thing G-d could do was make order of it. So under this theology, our role in life would be to make order out of chaos. G-d is not responsible because it pre-existed Him under this theological understanding. Therefore, disabilities, cancer, etc, are chaos which we are forced to deal with as G-d made order out of the chaos of the Universe by creating things. That's one theology of it.

Exactly. God wants us to choose the positive and knows not all of us will. God didn't want to create clones and robots, He wanted us to have a choice to follow Him and to learn what faith really us. He promises us an eternal life in Heaven, we know we will face a death on earth already.

Well if you believe God is the creator he creates starvation disease and natural disaster what a vile hypocrite. He also makes people gay and then says its a sin so God is a moron you heard it here first I am superior to God he is to thick for me to worshop
