If the Holy Spirit is a person, as some believe, how can we be filled with the Holy Spirit. A "person" cannot enter us and fill us!!
If the Holy Spirit is a Spirit sent to us from God, we can be filled with the Holy Spirit.
Which do you feel is the truth, and why...

The scriptures teach that the Holy Spirit is a power or force, but not a person.
Just as you say, one cannot be filled with a person yet Acts 2:1-4 plainly states that these gathered persons were filled with holy spirit. See also Luke 4:1
One cannot be anointed with a person yet Christ himself was anointed with holy spirit at his baptism. Matthew 3:16.
A person does not become operative upon another but holy spirit became operative upon Samson so that he tore a lion in two. Judges 14:6
Al the scriptures dealing with Holy Spirit make it plain that it is a force - the means by which God accomplishes his will. It is not a person. Even though it is sometimes spoken of as a person - for instance, described as "he" - that does not make it an actual person. Sin and death are described in the Bible as kings but we don't really believe they are persons, do we? Neither is there reason to believe the Holy Spirit is a person.

It is fundamental revelation of Scripture that the Holy Spirit is a person in the same sense that God the Father is a person. The qualifications for a person are that they have 1. A mind 2. their own will 3. and emotions. In Scripture, the Holy Spirit has intellect, emotions, and will, and can be grieved. This gives the Spirit a personality.
The difference is that the Holy Spirit does not have a physical body and therefore can act in whatever manner the Spirit wants to act. The Spirit generally acts through the church, but doesn't have to; the Wind blows where it will!

I would say the answer is both. Jesus said that God is spirit, that means not a physical being.
John 4:24 God is spirit, and his worshipers must worship in spirit and in truth."
It is your spirit that gives you personality and your uniqueness, your body is not what makes you the person you are.
If the Holy Spirit where just a ghost, Jesus would not describe Him as a teacher, meaning He has personality.
John 14:26 But the Counselor, the Holy Spirit, whom the Father will send in my name, will teach you all things and will remind you of everything I have said to you.
The Holy Spirit can be grieved:
Eph 4:30 And do not grieve the Holy Spirit of God, with whom you were sealed for the day of redemption.
The Holy Spirit has a will.
Acts 16:6 Paul and his companions traveled throughout the region of Phrygia and Galatia, having been kept by the Holy Spirit from preaching the word in the province of Asia.
These are all signs of a person.
In a way it's all a mystery, because we with our material mindset have a hard time understanding spiritual truths. God has to reveal it to us.

One of the first things that needs to be cleared up to some who answered this is that the Holy Spirit is not an "it" but a "He."
He is the third "Person" of the Trinity, and can be grieved as has been said, can teach as was said, and leads men and women and children to Christ. He is said to be upon and dwells within the believer empowering them for service to the Lord. He has the attributes of the Godhead which include eternity, omnipresence, omnipotence, omniscience, holiness and etc. The Holy Spirit is God! The Holy Spirit is said to be able to bring to our remembrance the things we need when we minister. There are also scriptures that show the Holy Spirit can be resisted by those He speaks to (Acts 7:51).
He was active in creation (Genesis 1:2), is known as the Comforter (John 14:26) and can be lied to (Acts 5:3).
There is more - I didn't put the scriptures for some things in here because they were already given.

Jesus used HE and HIM when he talked about the Holy Spirit
John 14:16
And I will pray the Father, and he shall give you another Comforter, that HE may abide with you for ever;
John 14:26
But the Comforter, which is the Holy Ghost, whom the Father will send in my name, HE shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.
John 15:26
But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, HE shall testify of me:
John 16:7
Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send HIM unto you.
Like a person the Holy Spirit can be grieved
Ephesians 4:30
And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption.
Jesus abides in us:
John 15:5
I am the vine, ye are the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing.
Remember that God is a spirit and a person, not an it.
John 4:24
God is a Spirit: and they that worship HIM must worship HIM in spirit and in truth.

The holy ghost or spirit because it is now common does not exist and before the invention of IVF therapy it became no longer a threat for a woman to conceive devoid of the help of a male. If Mary Magdalen easily existed she became impregnated with the help of a male of the species.

The HOLY SPIRIT is the Helper, who Jesus promised to the disciples after His ascension, John 14:16, 26. It is through the Helper that Father and Son abide with the disciples John 15:26.
The HOLY SPIRIT also reveals to Christians the deep things of GOD 1 Cor. 2:10-12. and the mystery of Christ Eph 3:3-5.
Think of the HOLY SPIRIT as "GOD's intellect", that HE can reach out and touch people with.

Holy spirit is not a person. It may seem silly to some, but I often compare it to The way Obi- wan described "the force" in Star Wars episode 4. He said, "It surrounds us, binds us, and penetrates us". It is NOT a living thing that has its own consciousness and personality! It is personified a few times in the bible, but so are many other inanimate things. You could also compare holy spirit to electricity or gravity. Although unseen they can be felt and used to accomplish things. God uses holy spirit to accomplish his will and to strengthen us.
