Typically though, you can wear makeup so long as it appears you are fresh faced and makeup free.
The makeup should accentuate your features, not distract from.
Generally, covering small blemishes or adding a touch of blush is considered acceptable.

I went with..
lightly curled eyelashes
lip balm
moisturizer
and groomed eyebrows.

It means yes natural makeup and very undone looking, nails with clear gloss, barely any eye makeup, some lip balm, clothing very plain and hair pulled back or left long with minimal product.
they want to see the canvas so to speak which means that you should not be adorned with any makeup/clothing that will mask the natural you.

In modelling terms, "fresh"... girls who model are encouraged to have a "fresh" look, as in, clear and clean skin, hair pulled back so that you can see the face... they call it "fresh", or at least Tyra Banks does

its a light layer of foundation
nude coloured lips
and a few swipes of mascara on the top and bottom lashes.
