Are you sure it really appears in a test? Run-on sentences usually don't appear in a formal test like that!

(a) smoking -- Grammatically correct, but it is still weird to put it here. Smoking is usually related to cigarettes.
(b) parking -- The most correct answer among all of the answers, since parking is related to cars.
