My puppy (shih tzu/peke mix) is 6 month old male, we've had him since he was about 10weeks. Good behavior, gets on well with the other dogs he meets on the street when we walk him.
My neighbors just got a Westie male puppy, 6 months also, but he's only been here for about a week, very friendly. We figure our pup might be a bit territorial. And he is, especially around me. That being said, they've began 'playing' with each other now. But should I worry that while the westie is always wagging his tail and friendly about it, my pup is slightly more aggressive?
Is there anyway to help them get along? Will it help if they met on neutral territory (out in the park/street)?

Yes let them meet in a park or somewhere neither thinks they have to defend but also there will be far less aggression if they are both altered. A wagging tail does not always mean I like you it can mean I give up, I am nervous and other things. A dog about to attack wags its tail

When dogs play there is a lot of growling and barking going on. Are they really being aggressive. The dog who holds his head and tail stiff and erect is trying to be dominant. They need to work things out between themselves. A neutral ground is great, but if the dog is protective of you it won't make that much difference. You might try to envoke pack leadership rules in your home and if your neighbors do the same, the results could be suprising.
