Oh. It's a virus. Try using safe mode then run "regedit.exe" using the Administrator. Go to HKCU\Software\Microsoft\Windows\Explorer, then there is a Key there that says "DisableTaskManager". Double click it and set the value to zero. Do this for all the users in HKU. If you can't get it, search google for "Registry Tweaks."

A virus disabled it. Go to safe mode then scan for virus. Next time you surf the net, be sure you have a good anti-virus, anti-spyware and a registry guard like WinPatrol. Lots of freeware here:

Try run regedit.exe (Registry Editor) by Start --> Run --> type regedit.exe
(other alt, look in Windows folder for regedit.exe)

Then, find this key, " disabletaskmgr "
change the value to "0".
