For printing, I take high quality photo (2592 x 1944 = 1.54 MB). But this is difficult to e-mail. Assuming that this high-quality photo is on my HDD, how do you lower it to something like 640 x 480 ?

Go to Start->All Programs->Accessories-> Paint. Open the photo file in paint. Use Menu option Image->Stretch/Skew. In stretch section, reduce the horizontal & vertical size in % as much as you require (say 50%). Remember to reduce vertical & horizontal size to same percentage to maintain the aspect ratio of the photo. For making it to 640x480, reduce horizontal & vertical to 25% each.

It depends on how many megapixels there are, the shutter speed, and the lens. A little coolpix isn't going to take quality photos the way a rebel might, for example. I have an old (a few years old anyway, with the way cameras are being produced now it's considered old) kodak, easy share 12 mp, and 10x optical zoom. It's not that great, i actually traded it and i wish i had kept my original camera. I never use it, though. I usually use my phone, although the quality isn't as good its always with me. Unlike my camera.

No offense, but someon who has the lack of know how that you do, and is printing photos at such high resolutions should really look at what he is trying to accomplish.

To answer your question: Open the pic in a photo or graphics program, and change the image size to what you want, save it as a different file name, and send that file to whoever you want.

Assuming by the stated file size, you're already at 72 dpi, so you're wanting to size down the screen dimension.
Using an image editor you can resize it down.
There are loads of free ones. MSPaint is on Windows already. Open the file, click Image/Attributes, then type in the size you want it. Save as.
