Since 1936 the Japanese had been building up their military strength, they were in active occupation of Manchuria on the pretence of protecting the railway line built with Japanese investment. The Phillipines, Burma, and many other locations were all hit at the same time, along with Perl Harbour.
24 hours before the strike on Pearl Harbour U.S. Intelligence in the U.S.A had cracked the Japanese diplomatic codes and learnt an attack was imminent on Pearl.
Back in those days there was no direct line to Hawai (no internet :-P) so it took ages for the telegram to get to its destination, where it being the weekend it was put on the desk of the Duty officer and was not opened or decoded until to late.
Even with a 24 hour warning it would have been impossible to fuel, arm, recall pilots, aircrew, soldiers, Marines and such in from their weekend passes.
Its doubtful to if the fleet could have been got ready to sail in time either.

I'm not sure I understand the question... it seems you think we were already part of the war when Pearl Harbor happened? Sorry, but no.
Strangely enough, many of their top military advisers strongly advised *against* the bombing, including the Admiral in charge of the mission... "Do *not* wake the sleeping dragon (America)" He said.
I wonder if any of the Al Quida (yes, I know I spelled that wrong) said anything similar before 9/11... They certainly woke the Sleeping Dragon with that one, too!

Maybe you should draw a time line out of the things that happen and you would understand the events better. We were not at war in fact the Japs had a "peace mission" in DC talking to the US gov. at the time.

It was wrong because we were engaged in diplomatic negotiations with the Japanese to iron out our differences. It's like inviting you over for dinner and beating the snot out of you upon your arrival. The Japanese ambassador and a special diplomatic representative were supposed to supposed to meet with the US Secretary of State just prior to the attack. They were going to break off the negotiations, but they had to postpone the meeting.

history shows, that an open attack where it is big enough and the whole usa hears about it. than we usually attack after the initial attack. accept for asian countrys. how strange.....
