The bump on his tail doesnt seem to be the source he is constantly rubbing his face on the ground and cries if you wont scratch his back side its not worms either any ideas

The face rubbing could be an eye problem if this is a small dog. The butt chewing could be anal glands plugged up and the pain could be either or something else. Please for the love of the dog go to a vet for advice.

Firstly get him to a vet. It could be an anal gland abscess, these cannot be seen but are extremel;y painful for the dog. Let the vet examine him!

Even if you treat prophylactically for worms and fleas, dogs can still get them :~( So you never know 100%.

Depending on the breed, dogs can also suffer from a condition called syringomyelia / syringohydromyelia. This would also make him butt scoot if he has a syrinx low down in his back. He would need an MRI scan to diagnose this.

Please though, get him to a vet ASAP as he's obviously in discomfort :~(

How do you know it isn't fleas or worms? Do you treat him regulary with proper treatment - i.e stuff from vets?

Has the dog been to a vets? They're the best person to discover what the problem is, no one can make a diagnosis over the internet, especially with this lack of detail.

I would have him checked by the vet it could be an impacted gland or a skin infection.

it could be an infection on his skin or he has fleas
