I think you need to type it out. It means perhaps that they don't welcome walk-in applicants.
They would specify if clearly if they wanted you to handwrite.

when asked to apply in writing it means either, some will insist on handwritten though. it will depend on the job and if your job involves handwriting which many people read then they will ask for handwritten to see how legible it is. on the whole though typed is fine.

It's asking for a letter. Handwritten or typed, the choice is yours.

Apply in writing merely means a letter, with c.v., there are no fast rules as to whether the letter should be typed or hand written.

it just means a letter, everyone expects everything to be typed now and i think in todays society your typing skills would probably be more important to employers than your handwriting skills... obviously make sure you sign it yourself by hand.
