when referring to the race of people it is kel-tic. as the book of kells etc.......
i am of the celtic(kel-tic) race from county derry ireland. and i am a supporter of the glasgow celtic(sel-tic) football team. just adding that in so you know why i would know the proper pronunciation. for the cross it is kel-tic aswell.

Sel-tic. The Irish people are pronounced sel-tic. Just ask my whole family. or me who lived there for a while. People only started pronouncing it kel-tic for the Boston Celtics, a basketball team. The name for the Celtic people is sel-tic. I was traumatized as a younger kid when I said it wrong and my Nana, my aunt, my uncle, and my da all started screaming at me. At once.

Having lived for 7 years in Boston, "sel-tic" is definately the correct pronunciation of the basketball team. That's also the correct pronunciation of the soccer/football teams (and, I would assume, any other sports team.)
When referring to the language/cultures, it's "kel-tic", from the Latin "keltoi".

It's the 'k' pronounciation for the culture hailing from the British Isles, and the 's' pronounciation for the pro-basketball team from Boston.

I've heard that word pronounced either way. I guess it just depends on where you come from, which determines the way you say it.

'Keltic' for the cultures, 'Seltic' for the teams.
Celt is from the Greek 'keltoi', meaning axes, hence the hard c. The soft c version is from the French, celtique, who inherited the Latin pronunciation.
