why do people fart in public secretly and not allow themselves or people to dig nose in public?
is it because of shame? or hypocrisy?

Humans are a funny lot. See when somebody falls suddenly or when some birds drops fall on some body's head we all laugh.
Similar is the case with fart. Suppose you fart, all people will laugh at you and problem will be more severe when you get a foul smell. The smell alienates us. So they do it discretely.
Similar is the case with nose picking, where naturally you either remove the dirt or itching.
People forget that they also do the same sometimes in open.Animals do openly all these without any shame.Because they do not have shame or hypocrisy.

Well, there's a difference between the two acts you mention in that one hardly ever NEEDS to dig in their nose while sometimes you can't help passing gas. In that case it's not so much as secret as just (usually) unnecessary to announce "I just farted!" and polite bystanders will refrain from mentioning it because there but for the grace of God...

If by 'in secret' you mean walkng away from the crowd your with to fart else-where so the crowd in question don't have to endure your stink, I think it's just polite-ness. I agree it's natural but I think there's nothing worse than some one squeezing one out just for attention! It's gross, it's polite to walk away and release. It burns my throat inhaling other peoples stink. Same as there's nothing worse than some 1 farting in bed! Talk about the height of RUDENESS!

Perhaps it's due to the food that they'd eaten for the day...
for examples there's too much onions or garlics. It's the
clearing of the digestive system or letting go of the air within
ones' systems. I doubt its' a shame, it's just that nature has
taken its course. Excuse yourself should you be aware that
you shall be letting go.

well yeah! why would you want people to know you farted in a public place!! its about the way you carry yourself really... if you want your self esteem to sky rocket.. its best you keep yourself neat, and polite and not to become VULGAR. unless you dont care about what people say about you, its best to do it secretly. And if it really stinks, you dont want people to immediatly know it was you. Becasue if you did.. if i was you i would RUN like HELL!

i think that we do this because society considers it uncivilized and filthy. however i don't think it is because farting is a natural process that everyone does and NEEDS to do. so if it were me i'd let it out :D
