A cheetah can go about 75 miles per hour in spurts

A kite flys at about 68 miles per hour but has been reported to dive at over 100 mph in short bursts making it faster at top speed.

If it's a windy day, a kite is faster. But if you are being chased by the spouse of whom you have cheated with, then the cheater is faster.

Maybe you mean "which is faster, a cheetah or a kite"?

In which case, I'd go with the cheetah.
