Well, California is a HUGE state, so you really should specify your region unless you're willing to travel a thousand miles. =)
You can look on petfinder.com or your local animal shelters for a chihuahua. Also, join your local Freecycle groups on Yahoo! because people sometimes offer up pets.

Do a search on the Internet of humane societies. The dog won't be free, but you will be saving a grateful pet. If you must have a free dog, then you cannot afford to have a dog.

there is no such thing as a free dog because of the vet visits ,shots ,food you name it .nope no such thing as a free dog .
