So, I'd like to lose weight without gaining muscle. Mainly from my thighs, hips, and waist. I ran track & cross country, I became even slimmer but I also gained a lot of unwanted muscle.

Is there a way to lose weight without gaining muscle (excluding starving myself)

I've heard that cardio is good, but exactly what kind of exercises does that include? Anything you have to contribute will help! Thank you!

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Why don't you want to gain muscle? Skinny and flabby is just as bad and unhealthy as large and flabby. If you want to loose weight then increasing your muscle mass will help you to burn calories much more effeciently, even at rest. I take it you are female? This means you lack the testosterone to become bulky.
Cardio means anything that gets your heartrate up like track and cross country. It could also mean rowing or cycling or dancing or circuit training etc. If you became slimmer with the running, what was wrong with the muscle? You should try to do some kind of strength training 2 times per week in addition to cardio 3 to 5 times per week. You do not need to loft weights, exercises like lunges and squats, crunches and push ups will help to give you a nice shape while you slim down.

It sounds like you have little fat, and a bit of unwanted muscle. In order to get rid of that....eat well, but keep your protein levels down. Eat little dairy, little meat, few eggs, etc etc. Check labels and try to only have a few <5g/serving

If you can afford it, try to do very little exercise this summer. You will lose muscle.
