You may have to call child protective services to intervene. I do not think that she will change her ways if you talk to her. That child should not be left alone and she should not be out of the house alone; it could be dangerous. I would not let her into your house any more.

I would get a video camera or a camera and tape the girl doing these things insupervised and turn her over to social services because mently challenged kids need a lot of attention now the mother could be in the shower or something when this happens also but look into it more do some investigating and see what you can come up with because if she is that bad off then she shouldn't be let out without supervision good luck

If this is a continual thing the child needs to be reported to child services. If she is unsupervised enough to be out in nothing but a diaper then she needs to be in a home where they can take proper care of her. Another resource you have is the special Ed teacher at the school. My mother is a high school special Ed teacher and knows the kids, parents and resources well enough to know how to handle the situation. If the girl is not in school where the government is required to provide services for her then that is just another reason to report her.

Is your neighbor aware of the problem? It seems that s/he would be, but we can't assume so. First, go over and let them know what's going on. If it continues, you might need to call social services. She shouldn't be left alone if things like this continue to happen. In cases where she's walking down the street nearly naked, I honestly think you'd be doing the family a favor by calling the police for immediate assistance. She could be seriously injured, or even sexually assaulted. (I've heard many awful stories of mentally handicapped people being molested and raped because they can't tell people about the assault.)

If the mother cannot take care of her child, she should be hiring a nurse to help her out.

A sure fir way to see she is better cared for is to contact the chikl welfare services in your area. The conditions you state shound like child neglect and she may need to be constantly checked to see they are watching this child better.

offer to help find the girl a day program to go to. this would help her have a break and the girl to have somethin constructive to do during the day, the people who run the day programs are very patient and caring.
