It provides a challenge and scenery. Some courses have been built over land fills so it also has an environmental benefits. Neighborhoods have been built around golf courses. I have played on courses with no water and courses with plenty of water. I enjoy the courses with water more.

Originally, golf was played in naturally challenging terrain in Scotland.
Golf course designers attempt to create 'challenges' in the form of sand pits, rough areas of grass, trees in the way, and water hazards such as small ponds.
Golf is a waste of time and resources; the grass requires too much water and maintenance, and the pesticides harm birds and small wildlife.
Find something more Earth-friendly to waste time with, or maybe volunteer somewhere and make yourself useful. ;-)

They provide the "hazards" which test your ability to place the ball where you want it. This kind of placement will require the proper selection of club, swing, and wind direction and speed. The more hazards (and worse placement) will prove your ability to play the game well.
