He is right to say that Impact Strength of the two grades of steel will be the main factor for selecting any one of them. I would like to add, since the material intended to be used in offshore structure, cryogenic properties will be the most important criteria for selecting.

The major item would be to check the impact test properties of SA 517 Gr.70 to make sure that the material was as good or better than BS7191.
Then you need to check and compare all of the other mechanical properties, and I would also check to see if a saltwater environment has any greater impact on SA 516.

You must have the specs for both these materials????

If you are trying to substitute the material as called out in a spec. or on a drawing, you had better ask the engineer who wrote the spec. if you can substitute materials.

Ha-ha, a great question indeed. I have been following my dear friend Banjaran and many others’ Questions in Y!A for many months now having similar slant. I thought it is me only who would find it a bit amusing when her Qs start with "spiritually speaking". I had the impression that in India many things are tied up with religion and spirits and such supernatural phenomenon. So, "spiritually speaking" may suggest that the Asker is seeking Answer in that medium or spirit where rationale thinking gets back-bench, not sure though. I think by adding the adjective of "spiritually speaking" he/she is aiming for Answers coming from moral, emotional, or intellectual natured persons. And the Answer may also be based on utopian (imagined perfect place or state of things) thoughts; not coming from rudimentary (under developed brain) thought process Hope above would suffice!
