I am like a person of 2 halves my top is a uk size 10/12, and I have a slim face, but my bottom half is a size 12/14 and looks quite large in comparison. If I lose any weight it always seems to shift from my top half and if I gain any it gathers on my bottom half, any ideas on how I can shift the excess and tone up, thanks.

I do not drive so I walk quite a bit (not helping weight lose in any way) and finding any gym time is out of the question as I do not have the spare time, so any other ideas please.

Squat thrusts will work both your thighs and your bum at the same time. If you're not familiar with the exercise, you start out standing straight, then you bend down all the way and place your hands on the floor in front of you until you're in a squatting position, then you thrust your legs back so you're in a push up position, then next step is thrust your legs back into the squatting position and then stand up again. That's a squat thrust. Do a 3-5 sets of 10 reps everyday and I'm sure you'll lose some weight from your bottom half.

You can add weight (muscle) to specific parts of the body through specific exercise of those parts, but you can't remove fat from specific parts of your body through specific exercises.
Depending on your personal health and circumstances the best bet would build up the amount of regular cardiovascular workouts (long, slow duration) where heart rate is raised, at least 3, but preferably 5 times a week at totally at least 20 minutes a day. The exercise can take any form you enjoy the most but doesn't have to be high impact (brisk walk, walking up stairs instead of elevator, exercise bike in front of TV etc.). By incorporating the exercise into your daily routine (eg. walk a bit further to work eg- get off at earlier bus/train stop, or park further away) you increase the chance of sustaining it over the long term. Although some people prefer exercises classes and others find it useful to have a training partner(s). Anyway find what is right for you and go for it.
It takes time but if you are converting more energy (your requirements for living & additional exercise) than you are consuming (eating - the other end of the weight loss spectrum) you will lose fat - the basic laws of physics apply, you will eventually win.
Specific weight training (eg if gym not an option, weight exercise at home, leg squats leaning back against wall, push ups etc.) can help tone up the relevant body parts with muscle.

Scientific research has shown that we can not choose to lose weight on one specific body part as the weight could come off anywhere not just where you want it. The only way you can do this is by following an overall healthy diet and exercising the body parts you want to lose weight on. I was told by a gym instructor walking is best as it tones all the muscles but i also like swiming and cycling. I think exercise is best kept up if you do something you enjoy doing. I have an exercise dvd at home called the personal trainer. You can choose which parts you want to exercise. However it is best not to exercise the same muscle groups two days running.

As a matter of fact walking is the best exercise for anyone. You body just might be adjusted to the same pace over and over again. You might need to add some extras in there. Lunges are great for the bum and it won't bulk it up but tone it up. Do some walking lunges across the living room several times until you feel the burn. Do it three times a week every other day. Plies squats are another great exercise that doesn't bulk but tones the glutes if it makes it easier do it near a chair to take the edge off. They do work but you have to be consistent.

If you follow a low fat diet that will help you lose some weight. Just cut down on the high fat foods in your diet, and eat more fruits and vegetables. Also grill and steam your foods and try not to eat fried foods, cut out chips, crisps chocolates and butter and margarine and exercise more

running should do it - start off with half a mile than increase when you get comfortable at that distance and are doing it in good time. You should aim to run a mile in 7-8 minutes. Good luck.
